Here, the Sutlej dispute has reached the High Court. Mohali man Sarwan Singh has filed a petition demanding to bring the film back on the OTT platform. Meanwhile, the case of murder of human rights activist Jaswant Singh Khalda has also heated up. Now the Nabha Open Agriculture Jail administration has written a letter to the Hoshiarpur Police, directing them to trace the convicted former DSP Jaspal Singh, who is serving life imprisonment in this case.

Hoshiarpur police station Sadar has confirmed that they have been asked to find the former DSP. In fact, former DSP Jaspal Singh, who was serving life imprisonment in the Jaswant Singh Khalda murder case, was released on bail from Nabha Open Agriculture Jail in May 2023 on a personal bond of Rs 1 lakh.

In September 2022, the Punjab government had sent a proposal for premature remission of sentence of Jaspal Singh to the Governor. This proposal is still pending with the Governor. Agriculture Jail Nabha has asked Hoshiarpur Police to trace him as soon as possible.

The fired bullet never saw a Hindu or a Sikh. Flaunting weapons and violence can never be the future of Punjab. Today Punjab does not need weapons, but peace, progress and mutual brotherhood.

Bail was granted on the basis of this rule of the High Court

According to a senior jail official, no decision was taken by the Governor on the government’s proposal for a long time. According to an old order of the High Court (COCP No. 2020/2022), if the Governor does not take any decision on the government’s proposal for remission of sentence for 3 months, then the prisoner can be released on bail till the final decision is taken. On the basis of this rule, Chief Judicial Magistrate (CJM) of Patiala Navdeep Kaur Gill had ordered to release Jaspal Singh on bail.

In 2019, the then Governor had rejected the application

Jaspal Singh had got parole from the High Court, but due to his 5-year sentence in another Tanda case (FIR 81/1996), the jail administration kept him inside. He filed a Habeas Corpus petition against this, which was later withdrawn.

The then Governor VP Singh Badnore had rejected Jaspal Singh’s plea for remission of sentence after objection from the Union Home Ministry. After this his life imprisonment was restarted.

Got parole during Corona period

Jaspal Singh again got parole during the Corona epidemic. In 2021, he again appealed to the High Court, but withdrew the case in August 2022. The court had asked him to surrender by 16 August 2022. Jaspal Singh has served most of his sentence in open jail.

Know about Jaswant Singh Khalda murder case

In 1995, human rights activist Jaswant Singh Khalda was kidnapped and murdered. In this high profile case, in 2005, the CBI court of Patiala had sentenced the then DSP Jaspal Singh and ASI Amarjeet Singh to life imprisonment and four other policemen were sentenced to 7 years each.

Later, the High Court acquitted ASI Amarjeet Singh during the hearing. Whereas the sentence of the remaining 4 policemen (Surinderpal Singh, Jasbir Singh, Satnam Singh and Prithvipal Singh) was increased from 7 years to life imprisonment.
